Harvest housing DEVELOPMENT

Facts about Harvest

  1.  On December 23, 2024, LJP Dixon Development, LLC (“LJP”) submitted the Harvest at Dixon Project (Planning Application (PLAPP24-0117) which proposes a Master Planned Community (MPC) within an area of about 836.62 acres, all of which are outside of the city boundary. 
  2.  According to the Notice of Preparation (and document issued by the City of Dixon on July 21, 2025), “The Harvest Project proposes the development of approximately 4,000 to 8,752 residential units at full buildout with varying size, types, and configurations.”

Where is this development in the process?

Application submitted to the City.   Draft Environmental Impact Report is being prepared 


 The ultimate city action is just the first step in approvals needed for this project to proceed. If the project receives city approval, the matter would then go through a county process, known as Local Agency Formation Commission (LAFCo). It is expected that the city review process will take place in 2025 and 2026, with final consideration by the City in late 2026 and then the developer would file an application with LAFCo for annexation, which will take additional time, and is separate from City of Dixon’s process.   

HOMESTEAD HOUSING DEVELOPMENT

Facts about Homestead

  1. Currently under development off of I-80 and West A St.
  2. In 2005, the City adopted the Southwest Dixon Specific Plan, envisioning a new residential subdivision with some commercial and employment uses on 477 acres of primarily agricultural land adjacent to I-80. 
  3. An initial phase of development is currently underway that will see construction of 1,168 new single -family homes together with a neighborhood-serving retail, a fire station and parks, open spaces and trials.

Where is this development in the process?

 Began construction in 2019.  In April 2025 a revision to phase 4 of this development (Village 13) was approved by the city council. 

As of early 2025 955 housing units permitted and 819 units built.

CAMPUS/DIXON257 HOUSING DEVELOPMENT

Status of this development:

 The Environmental Impact Report (EIR) has been certified by the city council; this approval clears the final hurdle and allows for construction to begin. 


 After the process was approved, but before they broke ground, the builder backed out of the project.  There is no new update or timeline for the project as of September 2025.

Facts about The Campus/Dixon257 Housing Development

  1. The project is located on an approximately 260 acre vacant site west of Pedrick Rd and north of Vaughn Rd.
  2. The project consists of a 48 acre Dixon opportunity center for up to 660,000 sq ft of warehousing, office and related uses
  3. 2.49 acres for commercial uses
  4. Up to 1,041 residential units consisting of low, medium, and high density housing
  5. 23.03 acre retention drainage basin
  6. Roadway improvements on and off site, to create a new Professional Drive, roadways through the project and widening of Pedrick Rd.
  7. Parks, paseos, and related infrastructure improvement both on and off site

LOMBARDO RANCH

Facts about Lombardo Ranch

  1. The project is located Southwest of East A Street and Pedrick Road immediately adjacent to the Dixon City limit line.  The property is within the City's sphere of influence.
  2. The project proposes to build 795 low density residential on a 148 site

Where is this development in the process?

   Formal application for the master plan filed in October 2024.

The City of Dixon will be issuing a revised notice of preparation for a EIR in May 2026
